Sir,

I have the honour to refer to my secret

(2) despatch of the 1st of June, 1938, on the

subject of a Japanese attack alleged to have taken

place in British territorial waters on the 17th of May, 1938.

The signatory of the fourth enclosure to that despatch has now made a supplementary statement, of which I enclose a copy, in order

to clear up any possible misunderstanding of his

original words.
